More Tarifs?!

Sorry guys but I have to hit this subject again because WHAT!?

I just don't understand all these tariff ideas Donald Trump is coming up with. Now he's talking about posing a 100% tariff on all movies filmed outside the US/ foreign countries?! According to BBC news,  “The US president said on Sunday he was authorising the commerce department to start the process to impose the levy because America's film industry was dying "a very fast death".” but of course the next day he said he wants to meet with the industry to “make sure they're happy”.  

I just find thi sso weird, filmmakers have been traveling to foreign countries  to film their movies for a long time because it's cheaper for them to film and now he’s of course trying to make things more difficult. What are your thoughts?
